The Road Transport Office (RTO) regulations are governed by the Motor Vehicles Act, 1988, and its subsequent amendments. The Motor Vehicles (Amendment) Act, 2019 brought significant changes to traffic penalties and regulations. In 2026, several additional rules and updates have been implemented to improve road safety and streamline RTO services across India.
The key focus areas of the 2026 RTO rules include stricter enforcement of traffic violations through the e-Challan system, mandatory use of digital documents through mParivahan and DigiLocker, enhanced vehicle fitness testing norms, and the continued digitisation of RTO services through the Parivahan Sewa portal. Understanding these rules is essential for every vehicle owner and driver in India to avoid penalties and ensure compliance.
The Motor Vehicles (Amendment) Act, 2019 significantly increased traffic fines to deter violations. Here are the key penalties applicable in 2026:
Drink and Drive
Rs. 10,000 and/or 6 months imprisonment. Repeat offence: Rs. 15,000 and/or 2 years imprisonment.
Overspeeding
Rs. 1,000-2,000 for LMV. Rs. 2,000-4,000 for MPV. Repeat offence may lead to licence suspension.
Driving Without DL
Rs. 5,000. Vehicle may be impounded until valid DL is presented.
No Valid Insurance
Rs. 2,000 (first offence), Rs. 4,000 (subsequent offence). Possible imprisonment up to 3 months.
Signal Jumping
Rs. 1,000-5,000 depending on severity and repeat offence history.
No Helmet
Rs. 1,000 + DL suspension for 3 months. Applies to both rider and pillion.
No Seatbelt
Rs. 1,000. Applies to driver and all passengers.
Using Mobile While Driving
Rs. 5,000. This includes talking, texting, or using any app while driving.
As of 2026, digital documents stored in mParivahan and DigiLocker are legally accepted across India. The Ministry of Road Transport and Highways has directed all state transport departments and traffic police to accept digital DL and RC displayed through these apps. This means you no longer need to carry physical copies of your Driving Licence and Registration Certificate when driving.
However, there are some important points to remember: The digital document must be in the official mParivahan or DigiLocker app — a photo or PDF on your phone is not accepted. The QR code on the digital document should be scannable for verification by traffic police. Insurance and PUC certificates should also be carried, preferably in digital format through the respective apps or DigiLocker.
